Except in the case of being engaged in government work or on leave, no employee shall leave the district or area in which he has his office without the permission of the issuing authority. However, if the employee needs to leave the office due to an emergency, the employee must file an application and take the permission of the head of the office or, if not, the reason for leaving the office, department or ministry, and give a written or oral report to the relevant office, department or ministry to go inside or outside the country. In such a way, arrangements should be made that the work of the office will not be disturbed and government property will not be embezzled.
